You have to install and activate the Unlimited Elements Free Version for Elementor.

To add a scroll marquee effect on your Elementor website, install the Scroll Marquee widget from the Unlimited Elements Widget library.
Step #3: Add the Scroll Marquee Effect widget to your Elementor page
Now, in the Elementor editor, find the Scroll Marquee widget and drag it to the desired part of your page.

Speed
Adjust the scrolling speed based on your design preference. (This controls how many horizontal pixels move per vertical pixel scroll.)
Direction
Choose the horizontal scroll direction:

Offset
Set the horizontal offset in pixels to fine-tune the starting position.
Item Image Size
Select the appropriate image size for your items.
Items Source
Choose the Items Source from the dropdown. You can select from:

The “Items” option is available in the free version, while the other dynamic sources require the Pro version.
For this tutorial, we’ll use static data and add content through the Items Repeater.
Layout Options (Pro)
Show Title
Show or hide the title that appears when hovering over an item.
Show Text
Show or hide the descriptive text that appears on hover.
Show Overlay
Enable or disable the overlay effect on hover.
Show Play Icon
Show or hide the play icon (useful for video items).
Play Icon
Choose the desired play icon to show.
Add Items for the Scroll Marquee
Title
Enter the title text for the item.
Item Source
Choose the source type for the item:
- Image
- Video (Pro)
- Template (Pro)
Image
If the item source is Image, upload or select an image.
Text
Add descriptive text (only relevant if Show Text is enabled).
